I think a 90% of the libraries should be in optional downloads...

You mean the DOS version? That's probably because GDB that has almost 2MB alone - telling people to download it from somewhere else would be no option and all the hard work needed to get debugging added would be wasted.
The Windows ver comes with the Nehe GL tutorials, i resized the textures to 1/4th of the originals and also they went from 32bpp to 8bpp, but the whole package stills big.. The import libs come as def files, what won't take more than 300kb if much. Big static libs like grx could be removed though, i doubt there's anyone using it.
