I am aware that MS offers a virtual XP option for the "pro" series of 64bit Win7, but it is not available for the 64bit "home" versions. It appears that most of the low-end PC's/Laptops, which everyday consumers are apt to purchase, come with 64bit Home Premium. Thus they are the ones locked out of running their older 16bit software. Even if it were included, it probably would be too complicated for everyday users to install, invoke and use. And thus the 16bit transparency offered in 32bit Win7/Win8 has been lost to the general public with their 64bit Home versions.

Actually, I think for 18 year old legacy software, having a shrinkwrap option is a quite a luxury. And cheap too!
