Did the download and tried to run the TestNN.exe first. Program started, Windows console flashed briefly then disappeared.
It would help if you let folks know ahead of time that their CPU must be at least a P4 with SSE3 (Prescott) which came out around Feb 2004. I had to dig through the code until I got to SSE.BAS where the SSE3 requirement appears.

nice, even though i don't understand anything about neural related stuff :)
i like that you are using SSE, although i wish it was part of compiler to a larger degree
