The individual protons and neutrons have orbitals in various elevations of orbits around each proton and neutron..
If the size of the nucleus exceeds the innermost orbits of those orbitals.
The orbitals will strike against the protons and neutrons and maybe force them out of the nucleus.. ( radio-active decay.. )

The photon bands around the atom go in order of their color or frequency..
Infra-red on the outermost valence and UV on the innermost valence...

You could potentially cause nuclear decay by subjecting the atom to high levels of UV lasers.. ( Innermost orbit )
They might be able to knock out a proton or neutron... But they would never cause a nuclear explosion..

Maybe a Multi-Gigahertz magnetic field could separate the nucleons??? To cause an explosion???

With conventional Atomic Bombs:
They blast atoms together with explosives.
And the explosive force , forces the nucleus of one atom to intermingle and overlap the nucleus another atom..
So that the nucleons collide , and cause an explosion ( break each other up )..

Photons are so small and have so little energy.
You could bombard a nucleus with a million photons per angstrom and it would probably not do much harm to the atom..
You need a high velocity particle , around 1/8 the size of the nucleus or larger to break the nuclear bond. to cause an explosion..

Photons are powerful enough to cause bonding and debonding of molecules...
But they are not powerful enough to penetrate the past the orbitals of the nucleons... the nucleon orbitals knock the photons away...

With nuclear power plants, they have plutonium rods that come together and it requires like a mega volt spark to start the reaction between the rods.
So electrons are large enough to break the nuclear bond.. ( to go past the proton / neutron orbitals )

If you imagine each proton and neutron having high velocity orbitals..
Those orbitals would act like a shield as they circle they also protect the nucleus from intruders..
Like a sword spinning at high velocity , it would not allow any penetration..
