Is it possible to submit articles as PDF files?

As in the only thing you submitted was a pdf? No. That would be too much work to get the text/images out of. But if you submitted a pdf in addition to the article, I would gladly offer it for download.

Me likey, but I must admit that I rather miss when it was all on one page. I was able to save it for offline reading later on when that was the case. Perhaps you could put a ZIP downloadable form? Not all of us have reliable internet available 24/7, i.e. some of us live in Nowhereville, USA :(

I am working on a downloadable version. Truth be told, it is already all on one page. All issues are on the same html page, but my CMS breaks them up for me.
