I agree with stickying it, however it's kinda hard to move the game one in here, I think it should stay in Game Dev, and yeah, maybe this one should even be in game dev but meh...

the simplest way is to tell windows to play that file with MCI (loads and plays midi/mp3/wav using defaults - midi uses windows default midi port. So make sure its set to 'Microsoft GS Wavetable SW Synth'

Otherwise, you would need to parse your midi file and send all the midi messages to a midi port, mindful of MIDI time stamps and MIDI tempo(s)... MCI takes care of all that for you. (MCI actually has a 'midi sequencer' built in, which is needed for time and tempo stuff)
