I'm not sure what do you mean exactly, grindstone, but reskining an older finished or close to finished work will be heavily penalized during scoring. I am expecting people to be open about that, at minimum. Using old code and engines is allowed.

I can't check effectively nor prevent people to reuse their old code and game engines.

I'll leave that to each of yours consciences.

Just be open about it, and I don't think anybody will have a problem with that.

Unless you skin a finished game with new FB themed assets, it will be ok.
